- What it bans
- Ends the IEEPA duties of nine executive orders, including EO 14380 on Cuba: the tariffs cease to have effect and collection must stop. The same order provides, however, that everything else stands, including the national emergencies declared by those orders. The tariff instrument falls, the framework does not.
